Know who provides the service

Three credentials answer different questions
California EMT certification establishes EMT certification. OCEMS says an EMT working in Orange County needs both a state EMT certificate and the Orange County Ambulance Driver/Attendant License (formerly local EMT accreditation).
The OCEMS local license authorizes the Orange County EMT scope defined by Policy 315.00. It is distinct from the California DMV Ambulance Driver Certificate (DL 61), which authorizes driving an ambulance used for emergency calls, subject to DMV exemptions.
Completing a class does not itself issue either the OCEMS license or DMV certificate. Apply to the responsible agency and follow your employer’s onboarding requirements.
Apply for the OCEMS local license
The OCEMS accreditation page requires a current California EMT certificate, eligibility to practice, and an OCEMS-approved local expanded-scope course. Policy 415.00 also lists an application and current approved CPR certification; the required submission/fee branch depends on who issued the state certificate.
Policy 415.00 describes completing local licensure within 30 days of starting employment with an approved provider. Coordinate this with your agency; do not interpret the deadline as permission to perform unapproved skills.
Use the current OCEMS online licensing system. Confirm fees and document requirements there. The local license may last at most two years and cannot extend beyond the state EMT certificate’s expiration.
External provider: West Coast EMT. Its OC Ambulance Drivers/Attendants License course describes OCEMS expanded-scope training at the Anaheim campus, 1900 S. State College Boulevard, Suite 175. OCMedic does not offer or administer this class.
The provider lists approximately three hours and $85 tuition, checked September 30, 2026. Check the provider’s schedule for dates, prerequisites, location and current price.

DMV lists age 18 or older, a driver license valid in California, application/fee, its ambulance-driver exam, medical examination/certification forms and initial Live Scan. It also lists exemptions and additional renewal conditions; review those before applying.
The West Coast EMT OC expanded-scope course is not the DMV ambulance-driving examination and does not replace the DMV application.
