The archived program document describes a particular authorization context. It does not establish today’s COVID-19 product, eligible ages, formulation or schedule. Treat the historical material as background and establish current program authority and current product guidance before a clinical use is considered.
Applying the guidance
A complete current check would need the selected vaccine, age-specific formulation, official prescribing information, current screening guidance and agency authorization. Those are not supplied by extrapolating the older document. Keep revision dates distinct from verification dates and do not reuse historical exclusions as universal current rules.

Use separate sources for program authority and the current product
Two different questions must be answered before this historical reference can support a vaccination program. First, has OCEMS and the responsible public-health authority approved the current program and the participating personnel? Second, what current product-specific guidance applies to the recipient? A national clinical guidance page answers the second question; it does not establish the first.
The linked CDC clinical considerations provide a current entry point for vaccine guidance and formulation information. Open the current material and the exact product labeling rather than copying a schedule or age threshold from the 2020 procedure. This guide deliberately does not turn that national resource into a new local order.
For program planning, retain the written authorization, training record, selected product and formulation, screening/consent process and documentation requirements together. A functioning link to PR-150.10 shows that the historical document remains accessible; it does not prove that its emergency optional scope is active now.
